Buying A Foreclosed Home?

Alright, well my mom and I are thinking of moving to Palmdale but we can’t exactly afford a full priced home. So what I did was check the listings of foreclosed home. Now it says the loan balance is like 3,000 on average. how come there aren’t that many homes for sale and homes that are foreclosed in the orange county ca area, but a lot of foreclosed homes in the inland empire?
